What puzzles me about this issue in NSMB (PAL) is that the slowdown/FPS lock only happens in certain levels, not even always right from the start... sometimes it just 'hooks' into that mode halfway into the level.
I have also noticed in NSMB that:
1. Spellforce's R5135 build for SSE4.2 fixed the FPS lock while walking around on the World 1 map for me, however the lock returned after finishing a level and returning to the map.
2. While the FPS lock is in effect (any build), VPS still says 60 and speed still says 100%.
3. When removing the FPS limiter and audio throttle, the indicated emulation speed (xxx%) does not reflect the -actual- emulation speed, e.g. when it's doing 120 real FPS, the indicated speed isn't 200% but more like 300%. Also, the VPS thingy makes no sense either.

4. In levels that are FPS locked, certain effects will temporarily speed things up for a second or so, like grabbing a star coin.
