Some games have black cutscenes.

Games like Evolution Skateboarding and Fantastic Four:Rise of the silver surfer have black cutscenes and only audio plays.
With most other games like Defender, NFS Carbon, the cutscenes have vertical lines

Dolphin devs are volunteers, with limited time to track down issues while also doing development. Sometimes issues fall through the cracks when tracking down all the other issues that get reported.

In your case, I see that you have a previous thread about this same issue that didn't get any replies as well, as well as posts on the game pages. According to the forum rules you're not supposed to "double-post" and "cross-post", but with a lack of replies I can see why you did. The games you're trying to get info on aren't very popular, so there aren't a lot of devs that can quickly respond to your issue specifically.

I've got a pretty similar setup to your computer (according to your profile), but I'm on a trip and can't try to reproduce your issues. In the meanwhile, there are a couple of things you can try:
1. Manually update to the latest dev build of Dolphin
2. Make sure you don't have bad dumps of your games (Right-click each game in Dolphin's game list > Properties > Verify tab > Verify)
3. Make sure you have the latest Nvidia drivers installed (maybe do a clean install?)
4. Try a different graphics backend (OpenGL, Vulkan, and D3D12), and let us know if it happens in all of the backends or only some of the backends
5. Get some screenshots of your Graphics tabs in Dolphin and upload them to a hosting site of your choice (Imgur, imgbb, etc) and link them here
6. Check that you've got the latest Windows updates installed
7. Check that Windows isn't having any issues: https://support.microsoft.com/en-us/topi...6e85d4094e
8. According to the NFS Carbon page https://forums.dolphin-emu.org/Thread-gc...#pid247705, the videos can have issues if Anisotropic Filtering or Force Texture Filtering are enabled. Make sure you aren't forcing any enhancements in the Nvidia Control Panel, and try turning off those settings in Dolphin

I can confirm both these titles play video without issue when using default settings. They seems to reset the resolution when doing so, so I'd suspect the video requires XFB copies to work. I would guess that you've disabled the XFB copies likely required to display these.

Since those options can't as easily be disabled in current versions of Dolphin I'd also suspect you are likely using a rather outdated version, and should probably update.

Never mind, i solved the problem. Know idea where the problem was, but i deleted the config folder and pretty much reset all settings. That did it for me. 

Dolphin could really use the option to revert settings back to standard, deleting the folders yourself is so annoying.
Never mind, i have solved the problem. I had to disable "immediately present XFB"
