For some reason I can't connect my Wiimote to my PC at all. Windows Bluetooth settings doesn't show it. Dolphin's controller panel doesn't show anything, even with continuous scanning. Even Toshiba Bluetooth Stack can't find it. I'm using a regular Wiimote, not a Wiimote+. I've tried with 1+2 and with the sync button. Any ideas?

I'm using an MSI Ghost laptop, running Windows 10 x64 and Dolphin 4.0-9215. A screenshot of the Bluetooth section of Device Manager is shown below, if that helps.

This may be a dumb question but just to be sure: are you sure you have Bluetooth enabled? Double check the system tray icon AND on the Windows 10 settings panel, make sure it is enabled.

I did a bit of further research and it turns out the Qualcomm Atheros BT stack isn't compatible with Wiimotes. So now I have to connect a Bluetooth dongle to my already bluetooth-enabled laptop. After testing with the dongle, it works fine.
