Okay, I searched around on other sites, and I found the solution!

I'm running AC: CF on Dolphin SVN R 3972.
I've tried a few different NTSC save games which allow me to play the character that's already there and save, but not actually rebuild the town.
I wouldn't mind playing an already made game, but just that the town's name is 'hgjvvb', and I would like a different character name.
When I try to rebuild the town
(Main menu>Other things>Rebuild the town),
I get the error message,
"Could not access Wii system memory. Refer to the Wii Operations Manual for details", and of course, I can't do anything.
I've looked through the threads, and a few people have mentioned rebuilding their town, but no one has confirmed that it actually works yet.

Windows Vista 32-bit Home Premium
NVIDIA Geforce Go 7300 - 256 mb
Intel Core ™2 CPU @ 1.72 GHz
2 gb RAM

EDIT: Also, I couldn't find a list of all the optimal settings for running AC?
