Sorry for hijacking this thread, but I somehow have the same issues with smash bros brawl. I don't know if it is game related but as soon as there are 3 bots on there, the game seems to run in slow motion - even the inputs take (I think at least) a few ms more to translate to the screen which also adds to the sluggishnes.
Were you able to resolve that? Using Dev-Build 1859 (x64) and I dumped the original PAL SSBB. But I applied a patch to get it to 60 FPS as it somehow didn't recognize the setting inside Dolphin. It was running at 50 FPS.
