Glad I posted in the forums to see if it was something known or easily fixable before posting it in the official tracker.
I wasn't aware of the fact that shortcuts and hotkeys were assigned to the same keys. I was indeed using an older version, "dolphin-master-4.0-5408-x64" to be exact, prior to me trying out the latest build and then tracking down where the issue began.
I was hoping it was something simple and settings related. If new users are able to I'll edit the original postings thread title to mark it as solved.
