I'm sorry, but all your post is bullcrap.
1.) There's absolutely no situation where 32bit OS will be faster than 64.
2.) I have the same GPU and mine's even OC'ed, but it dowsn't really matter, 9500 is not a good GPU and doesn't handle most games. You can't even run Doom 3 on Very High.
3.) You're wrong in almost every statement in your post.

1.) Where in my post did i say that a 32-bit os is faster than a 64-bit os? Have fun finding it, because a 64-bit os IS faster and i didn't say it wasn't, i just told him how to check if it is or not because he was a bit confused.
2.) Again, where in my post did i say that his gpu is "good"? Have fun finding that too, because I didn't! By ha5an's original post, i thought he was asking for us to help him tweak his settings to achieve higher framerates with his current hardware so that he can enjoy this emulator as much as the rest of us, as he obviously wasn't aware of how to boost his performance by changing a few settings. I'm not one to go and tell someone that their hardware is a piece of crap and you shouldn't be either. Did you ever think that maybe he can't upgrade to another gpu for financial reasons, not everyone can afford hardware needed to run dolphin at high speeds.
3.) I don't see why you've attacked me like this, I'm only trying to help, you obviously don't want to help anyone and be a positive contributor to this thread.
4.) Please don't post posts like this again, where you just degrade people and don't help anyone achieve anything.
