So I'm having trouble running Fire Emblem: POR

I've been trying to play Fire Emblem: POR and so far it has been a massive pain. I'm having lag, audio issues, sometimes screen tearing. I'm not sure what the root issue is. Even with activating V-Sync, or setting the settings to their lowest it just doesn't work. Any ideas on why that might be? My PC should be more than enough to play the game, so I'm really not sure what to do. And for the record, these are my specs:

OS: Windows 7 X64
Processor/CPU: Intel Core i7-7700K CPU @4.20 GHZ
GPU: Nvidia GeForce RTX 2080 (EVGA)
RAM: Corsair Vengeance 24 GB
Dolphin: 5.0-9289

Dolphin does funny things to the CPU and GPU. Here are some things to check:
-Do you have Windows Power Options set to High Performance?
-Do you have the latest Nvidia drivers installed (not through Windows Update, but from Nvidia.com/Nvidia updater)
-In the Nvidia Control Panel, do you have a profile setup for Power management mode to Prefer maximum performance? (this one is quite likely the culprit)
-Do the slowdowns and problems happen when Dolphin is run at 1x IR/AA/AF?
