I consider main problem of mobile CPUs is a thermal management and DVFS. Power cores should be able deliver same performance utilizing 1GHz frequency as running at 2.3GHz. Many OEMs use techniques of using highest frequency for a very short time, mostly when using UI/proprietary launchers. You can trick it by applying cpuburn but then you shortly fall into having throttling. Think of modern ARM based SoCs as of Intel CPUs with Turbo boost, with a difference that mobile CPU couldn't maintain it's workload on turbo frequency for a long time (unlike Intel CPUs with fan cooling). There's literally no sustained performance presented on mobile SoCs as for now. I don't even think that in 2-3 years mobile hardware will improve drastically for Dolphin. Like I've said we need Dolphin to be able utilize 1GHz frequency and having smooth performance on such frequency, or sustained performance at 2.3GHz+. In far future we could see a proper liquid cooling on mobiles, 5nm SoCs but that's too distant. Even Apple's A10 can't maintain it's single-core performance for long and it falls below Exynos 8890 and SD820 after 4th Antutu run

The Last Story barely run full speed on my i7 4700MQ @ 3.4GHz ... As for other demanding games like Metroid Prime Trilogy , Zelda SS ...etc , you will need a 3.0GHz+ Haswell CPU ...
I'm agree with @degasus . SMS is the lightest game that can run full speed on a potato like GPD Win (Ultra portable mini laptop with Intel Atom Z8700 @ 1.6->2.4Ghz) . Yes , a certain youtuber has tested that game on his GPD Win

tbf, Last Story is very easily in the "Hardest games to run in Dolphin" tier, sitting up there with Rogue Squadron. RS probably being harder simply because it also needs LLE audio.
