This is specific to Resident Evil 2 and 3.

Baten Kaitos has pre rendered backgrounds too but those seem to scale up really nice with 2X and above native resolutions but with Resident Evil 2 and 3 (gamecube) specifically I've noticed the backgrounds are super jagged compared to the crisp character models.

Are there any specific 'smoothing' options (for example: full screen smoothing in epsxe) which can help there ?

Use Ishiiruka it has shaders appropriate for this.

You can try enabling "force texture filtering", but this option is known to mess some games, IDK if that applies to Resident Evil...

Yeah, forced texture filtering definitely does what I want it to, smoothes things out considerably but there's lines/texture seams all across the screen

I've never actually tried Ishakura, will try that now.

Ok, so just a bit of testing and Ishiiruka has the options I was looking for. The Texture Scaling (XBRZ) is giving the same effect as Forced filtering minus the texture seams. Here's a Without and With picture, the difference is visible enough to be noticed even at a glance.

Notice the bumper and window frame of the black car in the foreground and the signs/wrecked bike in the background for the most apparent changes.

Without Texture Scaling:

Increasing Scaling to 3X or more doesn't have any further impact though.

Acknowledged, but I have no intention to abandon main Dolphin. I've run multiple tests on my PC and there's no performance gain/loss and the smoothing thing only applies for the RE2/3 ports. This is just a per-case thing.

I'm keeping up with the Dolphin revisions as they come and fully satisfied with them.

Since this topic has served it's purpose, if a mod would like to, please close it.

Sorry, I worded that poorly.

I should have said, if you're using Ishiiruka and need help with it, post in the Ishiiruka thread. We don't support it. If you have issues with the official build, we'll support that.
