It is abnormal. I can run Xenoblade Chronicles fine in the latest revision. I can set my IR to Auto (Window Size) and use 8x MSAA with no drops whatsoever. OpenGL performance will be dependent on your GPU and your drivers, so if you downclock your CPU and notice no change in performance, that indicates an issue with one of them (or both). OpenGL performance in general on Linux (for Nvidia GPUs) tends to be better than on Windows, so I've heard, so that may factor into your experience.

About XBC in particular, it is very picky with Framelimit options. Auto and unchecking "Limit by FPS" results in minimal drops and infrequent drops (28 at the lowest every now and then, like 3x an hour?). Also, lowering the FPS with Dolphin via the Framelimit will result in stuttering audio if you lower the Framelimit below the game's native fullspeed framerate, e.g. XBC @ 25 FPS (for 30 FPS NTSC versions of the game) will suffer slight audio chopping. For Dolphin to properly process audio, a game must be running fullspeed (not faster or slower) since audio emulation is synchronous with CPU emulation now.

@EvanOz85 - Try setting your IR and AA really high. If it is idling, this should force the GPU out of it.
