Simple, the latest builds of Dolphin require any CPU that isn't Haswell to be at least at 4ghz. Because Dolphin is now getting more and more accurate, so therefore requires more and more CPU power to run things full speed.

But games like Kirby Epic Yarn and Xenoblade Chronicles run just fine on my CPU, which is certainly not a Haswell CPU and certainly not OC'ed to 4GHz (and yes, with the latest revisions). The OP's situation is abnormal.

@EvanOz85 - Could you perhaps post screenshots of CPU-Z running on your computer?

Try to set framelimit to auto instead of audio.
CPU: Intel 3570k with Corsair H60 watercooler @4.1ghz
GPU: Nvidia Asus GTX780 @1140/6600
PSU: Corsair 750W
RAM: Corsair 8gig DDR3-1600
MOBO: Asrock Z68m ITX
HDD: 500gb SSD EVO
CASE: Lian-Li PC-Q08 mini-ITX case
OS: Windows 7 x64

I use a fully configured emulator frontend (Maximus Arcade) to play every console & arcade game instantly

The GPU CPU-Z listed isn't running at its highest clock. You have two of them, but I'm not sure there's a way to ensure that Dolphin uses one specifically unless you disable that GPU (physically remove it, or through software). It could be that Dolphin is using the GPU shown in CPU-Z, which is still running at idle clocks, which is definitely going to be an issue speed-wise.

Double-check in your Nvidia Control Panel that under Power Managment you have it set to Maximum performance rather than Adaptive. Try to disable SLI mode as well. You can forcibly get a GPU out of idle clock rates if you increase the IR in Dolphin and/or set the Texture Cache Accuracy to Safe if all else fails.

If you still have this speed issue, can you run GPU-Z while running Dolphin and provide screenshots? I know you've been asked for a lot of screenshots, but it's the best way to convey info in these cases. Bear with us for a bit more Big Grin
