Game runs well with the Direct3D9 x64 plugin, but with graphical glitches.

Game looks correct when running the OpenGL x64 plugin, but runs slower (40 frames, roughly(?) )

What happens it it seems that the wrong part of the model has "priority" and pops infront of a model which it shouldn't. Hard to convey with a picture, but it's what I got.

Tested with melee and windwaker

I'm using revision 6515, which is faster when playing on my native resolution, as compared to the most recent revision.

Well see, here's the thing, r6515 is really old, and we don't offer support for old revisions that have old bugs that are already fixed.
Bad news for you: Dolphin's performance comes from how strong a CPU's single-core speeds are. Your CPU is old and slow in that department.
Good news for you: your CPU one of the few overclockable laptop CPUs. Overclock that sucker to somewhere over 3 Ghz. The internet is your best friend.

First though, make sure you update: Windows update, all drivers (Intel Driver Utility online/AMD drivers, for a start), DirectX Web updater, and latest version of Visual C++
Then, read this: https://forums.dolphin-emu.org/Thread-unofficial-laptop-performance-guide

Worst case scenario: it's time for a late Christmas gift of a new Haswell Intel gaming laptop (Haswell is the current champ of CPUs).

Please don't post on the forums with versions that we don't support.
