I did that, and now the fps is actually a bit better, although still with slight issues. It keeps at 30fps for about a minute, then drops to 26fps for a second. This happens consistently every minute.

Lesse, I wonder what else you're having. I know tons of people will say "It's your processor" but according to my graphs and performance charts for those games, you should be fine in Mario Kart especially...
Now, if it does this the first time an area loads, it could be the shadercache. Try playing a game for a long time, and see what happens. See if the issues stop happening in a long play session, going between the same areas you've already been to.
The framerate does seem to drop when entering new areas for a second, but it always gets back up to speed after a second. The high clutter areas of wind waker still drop framerate. Mario Kart runs at almost 60fps with the occasional drop and definitely performs better than wind waker. Even after a longplay session the high clutter areas still drop the framerate, but the starting areas that lag when I enter do not.

Check your CPU clock speed and temperature when running dolphin.

Sorry for the late response, I've been preoccupied.
I found that my computer has actually been running a little hot, so I decided to try dusting out the inside of it and when I put it back together I started getting half the FPS I had before it. I'm assuming I might have messed up a plugin or something on the inside, so I'll have to check, but I've already checked twice without finding anything and still getting the same results. EDIT: So I found out the CPU Fan was not plugged in all the way, most definitely causing the issues I was having. Now that I fixed that, everything seems to run perfectly.
