I have a lot of stuttering and dropped frames while emulating both gamecube (slow) and wii games (unplayable), regardless of settings. I see other people have gotten it to run fine (on high settings), with similar specs to mine (or even, worse specs). I can't get mine to run even on the lowest settings at higher than average of 28 FPS (which drops to 15 FPS in cluttered spots of the game). Is there something I'm missing? Any ideas on what my issue is? Thanks.

Games? Dolphin builds used? Don´t expect that 2500K to perform well on actual builds.
(This is for everyone who sees this). I wrote this once, but I´ll write it down here again (and more detailed, too): DON´T look for YT Dolphin tutorials (nor gameplays), those people all use OLD builds that are NOT LONGER supported. Due to this fact, this is why you see a Phenom CPU running any demanding game at fullspeed (and even using old builds it has lots of drops, but whatever...). Rig 1: Windows 10 Home | AMD A6-1450 @ 600/1000/1400 MHz | AMD Radeon HD Graphics 8250 | 4GB RAM | HP Pavilion TouchSmart 11.

I've tried Zelda Windwaker, Zelda Twilight Princess, Mario Kart Double Dash, and Smash Bros Melee. I've tried both x64 and x86 versions of 4.0-1546 when the 4.0.2 release wasn't working at first, but that didn't seem to improve anything.

The 2500K should perform reasonably well in most games. But if you're not seeing a speedboost in them in newest builds vs 4.0.2, especially Wind Waker, then something's wrong.
Wind Waker, Melee and Double Dash should run full speed on that computer regardless of overclocking. 05-11-2014, 12:00 PM

Put texture cache to fast, use HLE audio, and use EFB2Texture when you can.
OpenGL is notoriously bad at EFB2Ram at higher internal resolutions, that's my best guess. Or your graphics card isn't kicking into high power maybe? 05-11-2014, 01:17 PM
Even with EFB2Texture set in opengl I still had the lag. Is there something I could do about my graphics card not kicking into high power? I haven't overclocked anything on my PC if that's what you mean.

tl;dr, fuck around with your GPU drivers so that the GPU avoids any sort of power-saving mode when Dolphin's open.
