Slow FraneRate?

Hi, I'm currently using the 64 bit version, and in WindWaker in large, outdoor environments, the game slows down to about 75% speed. Any idea about how I can go about speeding it up?
(what to disable, what to enable, etc.)

You'll have to post all of your PC specs, Dolphin revision number and the settings used.

And where exactly in my computer do I go to get this information? I am the least tech savvy person I know ;_;

dolphin revision: load Dolphin, it will say revision version on the title "Dolphin r----"

dolphin settings: click on "config" (printscreen this), close, click on "graphics" (printscreen this), click on "advanced" tab (printscreen this)

comp specs: start -> right-click on "Computer" -> click "Properties"
make note of "Processor", "installed memory (RAM)"
