You'll do better with 4GB of RAM (as it doesn't really affect dolphin, and you won't see a boost with much else, yet costs money), and an Intel processor, as they work almost infinitely better than "equivalent" AMD, even old Intel ones

OS: Windows 10 64 bit Professional
CPU: AMD Ryzen 5900X
RAM: 16GB
GPU: Radeon Vega 56
