30FPS is actually impressive for that hardware. You'll get a boost (but still nowhere near full-speed) with an overclock, but the only fix would be to buy a whole new motherboard (preferably with DDR3, as few companies make DDR2, and 2GB isn't enough for many modern things, although it won't affect dolphin) and CPU.
