Slow emulation speed 67% 40fps-40vps

Emulation running slow at 67% 40fps-40vps no matter what game I play. My PC specs are

Dolphin version 5.0-12962

LAPTOP
9th Gen intel core i5 cpu
8GB DDR4 RAM
512 SSD
FULL HD Display
Nvidia GeForce 1650 Graphic 4GB vram

I did not change any configs

Only a couple graphic settings

Couple of things to check:
-Plug in your laptop to power when running
-Make sure you have the latest Intel iGPU and Nvidia GPU drivers installed
-In the Nvidia Control Panel > 3D Settings > Manage 3D setting > Program Settings, make a profile for Dolphin and set the Power Management mode to "Prefer maximum performance"
-Set Windows power plan to High Performance when playing Dolphin

Going into the nvida graaphics control panel worked. I didn't have a battery performance problem rather my pc whisper mode was set to 40fps as seen in the screenshot. I didn't know that it was on.
