Slow emulation

Been trying to get the emulation to work and stuff, and I've been wondering if my PC is powerful enough to run games optimally with a little tweaks.
specs(it's an older PC):
2GB DDR2 ram
Intel Pentium dual core E2160 @ 1.8GHZ
Geforce gt 430 and gt 220 (both 1GB cards, non SLI'd of course)
and windows 8
(the reason for the two cards is for quad monitors, they work independently, and I'm using the gt 430 for emulation)
Also, I'm trying to emulate Mario Sunshine and SSBM.

Usually when it is running at 30+FPS, the audio is a bit slow and causes the game to run in slo-mo.

30FPS is actually impressive for that hardware. You'll get a boost (but still nowhere near full-speed) with an overclock, but the only fix would be to buy a whole new motherboard (preferably with DDR3, as few companies make DDR2, and 2GB isn't enough for many modern things, although it won't affect dolphin) and CPU.

I do plan on building a new, cheap computer with 8GB ddr3 and an amd fx-4100(same video card though) would that work?

You'll do better with 4GB of RAM (as it doesn't really affect dolphin, and you won't see a boost with much else, yet costs money), and an Intel processor, as they work almost infinitely better than "equivalent" AMD, even old Intel ones

My recommendation:
CPU: Don't buy AMD CPUs... Get an Intel Core i5-2500k or wait for an Ivy Bridge Core i5-3750k
MoBo: P67/Z68/Z75/Z77 - Good for overclocking.
RAM: The prices of DDR3 RAM are low - Get 8GB
CPU cooler: Thermalright HR-02 Macho

Hang on, I was remembering the cost of two 8GB chips vs on 2GB chip, so got the saving wrong. Go for 8GB.
