The fps counter displays a consistent 60 FPS but I keep getting occasional stuttering from the game, like where it skips displaying half a second of gameplay every so often. It runs smoothly half the time but randomly jumps on occasion. The game is still playable but I want to make it consistently smooth 100% of the time. Is this normal or is there something wrong with my set up? My computer specs are attached below and I'm using the OpenGL backend. Thanks!

Try with D3D, in latest dev build.
Rig 1: Windows 10 Home | AMD A6-1450 @ 600/1000/1400 MHz | AMD Radeon HD Graphics 8250 | 4GB RAM | HP Pavilion TouchSmart 11.
Rig 2: Windows 10 Pro | Intel Core i7-2640M @ 780/2800/3500 MHz | Intel HD 3000 Mobile | 8GB RAM | Dell Latitude 6320.

It could be the shader cache generating; and if so, just play through the game and once every effect has been loaded once, it won't ever stutter again.
