Specifically, take note of the section on Turbo Boosting. Your CPU at stock is too slow (2.5GHz), so your only chance of running this game decently is to make sure Turbo Boost is working. You aren't going to hit 3.1 GHz unless you run Dolphin in single-core mode (which would result in lower performance overall), but you should be able to hit 2.9GHz with using 2 cores.
If you still get speed issues after following the guide, it's most likely the case that your hardware is too slow for Skyward Sword. This game is above-average when it comes to how demanding it is in relation to others. At the very least, if you don't get fullspeed, you should get decent speeds. As KHg8m3r suggested, post pictures of your settings so we can see if anything needs to be adjusted.
