You actually shouldn't.
If you do that manually, it will be used by xwiimote (the kernel input driver for Wiimotes) as an input device, and Dolphin will not be able to use it.
Just make sure your Bluetooth adapter is turned on, turn on continuous scanning in Dolphin, then press 1+2 on the Wiimote.
