Skylanders Layering Issue

Hello! I have recently gotten all of my peripherals working so I can play Skylander's on Dolphin. The issue is that when I launch the first level, the game has this stuttering layer issue that is really annoying. Attached is a video of the effect.

Current Troubleshooting: I've tried running the game on different renderers, as well as tinkering with anything that might be related to rendering and post processing. Everything is back to default, except for the render, which I prefer to keep on Vulkan. I know the issue isn't with my disc, since it runs just fine on both my Wii and Wii U. I even got my second disc and tried it to no avail.

For clarification, this is Skylanders Spyro's Adventure. And the stuttering in the video looks like Z-fighting issues where the floating islands/roads are clipping over the ground.

Have you tried getting the latest Nvidia drivers and doing a clean install?
