The game is strangely blurry and some things are normal?

as you can see the enemies down there are blurry except for a few

Im not too sure that correct, earlier it was fine but i changed efb copies to ram just to check and then i changed it back and bam its all messed up, it was all crystal clear

I'm sure that if you fire up your completely legit copy of the game on your wii, you'll find it looks more or less identical.

The game has a "painting like" blurring in the distance by Nintendo, which is pretty much a fact. Crystal clear in the distance it would be only if the effect got broken for some reason. Changing settings during play can mess up stuff and it is not suggested.
