Most games just let you hit Start or A at the right time to skip a cutscene; for those that don't, just hold Tab (like that cool fast guy told you to) and your computer'll run the game as fast as possible.
If you want to just skip every cutscene in every game, a) you're too goddamn impatient (those cutscenes took hours/days of work and you're just gonna skip 'em?) and b) it's a highly game-specific thing, thus any actual auto-cutscene-skipping cheats/hacks are unlikely unless the game's really popular despite having tons of boring cutscenes.
