Skies of Arcadia: Legends won't recognize controller?

Hey everyone, I've been trying to set up Skies of Arcadia: Legends to work with a 360 controller on Dolphin, but no matter what I do it refuses to recognize the controller (Using the same settings, other games such as Metal Arms: Glitch in the System work perfectly fine)

Does anyone know what's going on?
