So i just bought a new graphics card thinking that it would be better than intel integrated graphics, but I honestly see no difference now that its installed. Im running super mario sunshine at 10-17fps in 1024x768 resolution. is this good for my specs? or is something not right?
Should my pc be able to run gamecube games?

Try to use something more recent than r7423. Dolphin 3.0 at least. And post your settings

That's still a horrible GPU. Barely better than the Intel HD 3000.
Set your IR to x1, otherwise purchase a better GPU.
I agree with Garteal,unfortunately you made a bad decision with that gpu,but live and learn,right ?
For the same price around $60 you can get ati radeon 6670 which is a lot better. For little more ( $80 ) you can get 6770 which is also a lot better then 6670. Nvidia is good company,but not in the low end segment. Ati is much better below $100 price
If he like Nvidia GPU , he should get GT 630 GDDR5 for 55$ or GT 640 DDR3 for 85$ (not a good choice btw) or GT 650 GDDR5 for 95$
