Pixel fillrate and video memory bandwidth determine performance with MSAA. As you scale up the pixel fillrate becomes bottlenecked by video memory bandwidth. With post-processing methods and SSAA shader throughput becomes a factor as well. The GT 620 is meant to be a media center card just like the GT 520. It has certain features (I can't be bothered to look them up right now, I know it has a better video decoding pipeline) aimed at the HTPC market that the other cards don't have, it's small/low profile, can be passively cooled, draws all of its power from the bus, it's cheap, and it fast enough for any video related task. But yeah in terms of 3D rendering performance it doesn't even come close to other cards in its price bracket, but it's not supposed to. It is probably the best card out their for an HTPC right now though so I still think it was a good idea for nvidia to make it since it targets a niche market that didn't used to get very much attention.
