My power supply is Coolmaster GX II 750 W. I have HLE Audio enabled.
Here's 4 screenshots, one was at native settings, not moving at all. The other three were when I noticed the game get super slow and laggy, the last one with per pixel lighting enabled. Oddly enough, when I would alt+tab over to MSI, it seemed like the game sped up, and immediately when I went back to just Dolphin, it got slow again. No idea if that helps at all but it was something I noticed.

1080p, per pixel lighting enabled, gets slow at game start up, starting new levels, and when there's moderate amount of on screen activity:

One other thing I noticed is, I think the game is faster windowed. It's still at 1080p and takes up the whole screen except for the very top, but it stays at 60 fps much more than when it's completely full screen. Strange.
