I get on Mario Kart Wii online just fine, but when I add my brother in another country on the friend codes list in-game, it just says "You are not friends yet".

He has added me as well, both codes checked again and valid.

Is this normal, or does anyone else have them working?

First of all, are both you and your brother playing in Dolphin, or both in a real Wii, or you in Dolphin and your brother in a real Wii?

If you are trying to play online in Dolphin, you should configure NetPlay first, if I´m not wrong.

Both playing in Dolphin, on Nintendo WFC. I thought Netplay wasn't needed, as we are both connected to the WFC.

You know, here in the forums is a guide precisely for Mario Kart Wii multiplayer mode. You should read at least some lines and then give it a shot.

I read that already, that's how I got online in the first place. I can play round after round without a problem, however the friend codes don't work.

Friends codes don't work, there isn't anything you can do about it right now. There is still some work to be done before this and other online functionality works.
Asus Laptop: K53TA
OS: Windows 7 Home Premium, 64-Bit - SP1
CPU: AMD Llano A6-3400M, Quad-Core, 1.4GHz-2.6GHz (Overclocked)
GPU: AMD Radeon HD6650M, 1GB GDDR3 (Catalyst 13.1)
RAM: Samsung 4GB DDR3-1333

Okay, thanks, still great to have it working as it is anyway.

How does one distinguish a working code between a dysfunctional code? Or is it just an element of luck?

Depends on the game, it either does or doesn't
