You don't want to overclock, I get it, but you're going to be stuck playing the medium CPU intensive games if you don't overclock no matter what CPU you get. The games that really need a fast overclocked processor will not run full speed otherwise.

What games won't run full speed, exactly? SMG 1+2, Xenoblade and the like, mentioned previously?

Most games will run full speed with i7 3770S (HLE). It just because of using LLE back end
LLE correct audio but it's much slower than HLE which is the one you're using . Recommend CPU for LLE : i5 2500k /i7 2600k @ 4.4ghz or i5 3550k/i7 3770k @ 4.1Ghz
that i7 can run SMG or Xenoblade full speed but if you're using additional LLE audio, you can't get full speed

If he's willing to spend any money, but doesn't want to overclock, he could spend a few billion on having skymont pushed forward by a few years. Or he could spend a much smaller amount on a good CPU cooler and overclock without worry. It's a general consensus that by the time a modern CPU will break from overclocking it will be more than a decade out of date. If I'd done the right research I'd already be running at 4.4GHz on a 2500K, and I never do anything which may break anything. I paid extra for a factory overclocked GPU to have overclocking without a voided warranty, yet would OC a CPU without hesitation if I could.

Not that I'm forcing a decision on him. out of the options, I'd like him to fund skymont most, yet that isn't the one I recommended.
