"Shimmering" Textures with HD Texture Pack on Twilight Princess

I'm dumping the textures from Zelda: Twilight Princess HD and making them into a texture pack for the standard gamecube version for my own enjoyment. It's working fine so far. However, one glaring issue I'm seeing is that almost all textures have a sort of "shimmering" effect to them, but it's usually only seen at a distance. The shimmering also only changes when the camera changes and the position of the texture updates. Below is a video of what I mean and all my settings. I actually experienced something similar in Minecraft and it had something to do with the "Mipmap Levels" setting. One more piece of info: In both the Dolphin dump folder and the CEMU (Wii U emulator) dump folder, I see lots of smaller versions of the same texture, along with the full res version of the texture. Do I need to include these smaller versions in my texture pack? (they are seperated from the full res versions with the word "mip_XX")

Including those smaller images will reduce the shimmering, since they are the mipmap levels.

Is there a fast/easy way of creating mipmaps of files automatically? Or do I have to go back and dump these textures again?

Thank you so much. This worked, and to improve the removal of the shimmering further, I turned FXAA on (post processing effect) and set anti-aliasing to 2x SSAA for anyone in the future if you have an issue like this.
