I've been compiling a list of games that either I have tested or I've seen videos of. Definitely won't run all games at full speed, and in most cases you shouldn't expect full speed.

Heres my current list of games.

Full speed:
Wario Ware: Mega Party games(GC)
Curious George(GC)
Pikmin 2(GC)
Super Bubble Pop(GC)
Resident Evil: Code Veronica X(GC)
Sonic Riders(GC)
Go! Go! Hypergrind(GC)
Mario Kart: Double Dash - Time Trial(GC)
Bleach: Versus Crusade(Wii)

Nearly:
Timesplitters 2(GC)
Super Smash Brothers Melee(GC)
Ikaruga(GC)
Luigi's Mansion(GC)
Crazy Taxi(GC)
Viewtiful Joe(GC)
UFC: Throwdown(GC)
Muramasa: The Demon Blade(Wii)
ATV Quad Power Racing 2(GC)

~66% speed:
The Legend of Zelda: Wind Waker(GC)
Super Mario Sunshine(GC)
The Legend of Zelda: Twilight Princess(GC/Wii)

WWE '13 is extremely CPU-intensive even on desktops, so I wouldn't expect it to run well even on the best ARM devices. It and Goat Recon might require MMU, too, which AFAIK hasn't been fully implemented on ARM yet, so they likely wouldn't run at all. YMMV, m8.

What are good setting to run Dolphin on the Shield? I have been trying to play REsident Evil 1 and Code Veronica. But can't really get them past 15fps right now.

Those games don't support Idle skipping so their apparent CPU requirements go through the roof compared to other games.
Not much that can be done there until our Idle Skipping code is made more extensive.

Custom Robo (GC) running full speed on SHIELD Tablet:

Dragon Ball Z: Budokai Tenkaichi 3 (Wii) is near to full speed (seems to works at 30 fps at least, and not 17 fps like emulator say:

And Luigi's Mansion it's not nearly full speed, Tenkaichi 3 works better:
