Please share the specific name of the game you're trying to play. It sounds like a Wii game, in which case, you need to configure Wiimote input. If you're using a keyboard or controller, you need to configure your emulated Wiimote settings.

If you click on Options -> Controller Settings, you'll see a dialog box, and at the bottom is a section called Wii Remotes. You'll have to set that to "Emulate the Wii's Bluetooth adapter", and set one of the Wiimotes to "Emulated Wii Remote", then click the "Configure" button. On the next dialog box that pops up, go to the Motion Controls tab, and map input from your keyboard or controller to the X axis (shaking it left-to-right), Y axis (shaking it up-and-down), or Z axis (shaking it towards and away from the player, e.g. like pushing and pulling).

EDIT: The above is for shaking a Wii Remote. Some games require you to shake the Nunchuk. You need to enable the Nunchuk as an extension (there's a drop-down list for extensions) and map input for X, Y, and Z axes in the Extension tab.

If it's a game like Super Mario Galaxy, I think you can just map input to the X axis (left-and-right), but it's been years since I've played this in Dolphin.
