I have trouble getting the speed of Dolphin to stay above 70%, can someone help please? I have uninstalled and reinstalled, so everything is at defaults.

Specs:

Windows 8.1 64 bit
AMD-4555M APU with Radeon HD Graphics 1.60 GHz
6.00 GB of RAM

Your processor is terrible for Dolphin . A8 5557M @ 3.1GHz lies at the bottom of Dolphin benchmark and your CPU is even slower than that

Though, yes, that processor is terrible. Core count doesn't matter for dolphin once you get past two.

I am just using it 2 GC Harvest Moon games, nothing else, so bare minimum is fine, any advice at all? Keep in mind that I can't go out and buy another PC.

There's nothing you can do to raise your speed, other than overclocking. Considering that you have an AMD processor, you're lucky in that you have access to one method of overclocking. Unfortunately, since you're using a laptop, you don't even have access to that.

Theoretically, I should be able to pair off the cores that each core shares the workload, as if it were a dual core.

A mobile Llano processor can be overclocked with K10stat . Unfortunate , AMD has locked Trinity and newest APU
A ultra-low-voltage CPU is usually slow for Dolphin even if you had an ULV Core i5 . Ultra-low-voltage CPU performance is unstable , it will underclock itself to reduce the heat output

I think you have a fundamental misunderstanding of what a core is. I assume you're referring to splitting the workload of one thread between two cores without creating any new threads. By definition this cannot happen. It would undermine the most basic laws of computer science and logic.
