I apologize for not knowing much about this, but I really want to get the gamecube working on my pc. I am trying to play Luigi's Mansion, but the audio is WAY off and it is pretty slow. Any help is very appreciated. Thanks in advance.

For the sound LLE is needed but your CPU isn't powerful enough to support it. You can eventually try an AX-HLE branch build (search here http://dolphin-emu.org/download/branches/#new-ax-hle )

The new-ax-hle builds wouldn't help, Luigi's Mansion doesn't use AX.

His CPU is fine because Luigi's Mansion is very "light"
No dedicated GPU is his main problem
