Your CPU bottleneck the GPU (graphic card) . Overclock it to 3.2Ghz , game will run fullspeed

but you have to check your temps constantly.

A good cooling is indispensable, when you overclock your CPU.

Make sure to check your CPU temp , thermal compound (recommend Arctic MX-4) , Stock Fan won't do (get aftermarket cooler) ,Motherboard supports overclocking or not , PSU is enough or not otherwise the whole system will be dried up
Don't ever raise the CPU voltage
For example :
Set Bus Speed : 355
Multiplier : 9x
355 x 9 = 3.2Ghz

If the overclocking failed , pc should auto restart with default bios
The worst scenario :
_Ram is dead
_Bios is failure (Need Asus Bios Flash Utility)
I should have said backup bios before overclocking
Good motherboard for overclocking should have dual bios ... Gygabyte Ultra Durable MB for example
Edit : not sure but the PSU may be the cause for this . Check if it still working or not
