There are 2 options, build your own, just some ir LED's and resistors, or use 2 candles, youtube those options.

Also, can we have a photo of the other side of the circuit boards, as that will be the location of the problem if the issue is bad soldering.

None of the soldering looks like dry joints, so unless one of the IR LEDs is in backwards, I have no idea what the issue is.
Upon further inspection of the pictures, I can say that the LEDs are all in in the same direction, so that shouldn't be the issue. I'm stumped.
