It might be possible to go for a slightly less nuclear option - using Guru3D's Display Driver Uninstaller (DDU) you might find that something changes that didn't when you did everything properly. Sometimes it does genuinely help.

Sorry, the fallout from the bomb isn't gonna turn back time, unless you're a gypsy. But, I have a major idea on why it has happened. I usually run MSI Afterburner in the background as well as RivaTuner Statistics Server for an On Screen Overlay. Now, when I reinstalled Windows, the Vulkan backend worked, and after I ran Afterburner/RivaTuner, the same problem happened but moreso random. I set the Application detection level to none for Dolphin specifically, and it has solved one of my many current problem.

So @ Future readers: It's probably MSI Afterburner's On Screen Display, disable it for Dolphin manually in RivaTuner. Disable it until MSI decides to update for Vulkan.

My only problem(s) that remain now is I have a fresh install of windows and no idea what my Start Menu pinned items were in what order. Now, please excuse me, I have some tears to let loose with my 180 Windows Updates.
