Second Wii remote disconnects randomly

I have been using a genuine Motion Plus Wii remote (RVL-CNT-01-TR) for a long time, with no issues whatsoever. I just received my second (used, but also genuine) Wii remote and am able to pair it to my computer via the Toshiba Bluetooth interface. Pressing "refresh" on the Dolphin Wii remote menu causes both controllers to rumble as they should. The problem is that after a non-specific amount of game time (could be five minutes, 10, 30, etc.), the second remote will disconnect and can only be reconnected through the Toshiba app. Any ideas on what could be causing this issue? Is it just a bad remote?

Some other info:
The affected remote is also a Motion Plus, but is a RVL-CNT-01 and not a "TR" model like the working one.
The TR remote still seems to work perfectly while two are paired.
The non-TR remote disconnects even when it is the only one paired.
Once disconnected, the affected remote does not show as being paired in the Toshiba window.
The issue only happens in-game (any game). I have left both controllers paired all day without running an emulation, and they were still paired in the Toshiba window.
The batteries are fully charged (well, they were before the above test, anyway).

Some things I have tried:
Disabling remote speaker data;
Changing from HLE to LLE audio;
Reinstalling the Toshiba Bluetooth stack/drivers;

In the meantime, I will test the controllers with older versions of Dolphin (currently using 4.0.2).

As far as I know, Dolphin doesn't really control the driver. My best guess is that the game itself may be disconnecting the wiimote at times, and Dolphin isn't the best at handling wiimote disconnects.

Again, this has happened in every game that I've tried. Interestingly enough, I found an old copy of version 3.0-303 on my computer that appears to be handling the remotes correctly. I am still curious to find a fix for the latest public release.
