I have gone through all the follow posts and continue to have issues. i've used the D3D11 and the stage doesnt complete. Not really sure what all more to do and just frustrated all together. Please hope and thank you.

So you already tried DX 11 eh? Give it one more shot using OpenGL to see if you get the same results.

His profile says he's using Dolphin 3.5 (stable release). He has to use latest builds

Sort of. From the wiki:
As of 3.5-513, D3D11 or OpenGL backends allow you to scrub the beach, and D3D9 automatically completes the level without requiring scrubbing.

i tried it with Open GL. On all 3 (DX9, DX11, and OpenGL) i can scrub the beach, but it bugs out to be incomplete. ive did it multiple times before i originally posted on DX9 and DX11 to be sure i scrubbed the beach spotless.
Still clueless on what to do.

Yes i do, yet i heard you can use the development builds but i dont know where to put them in my dolphin folder.

Just extract the archive where you extracted the other one (in "Documents"?). You'll have two folders. one for 3.5 and one for 3.5-XXXX.
