I'm running it with the HD textures, not using the 60fps cheat(Though I might if it's suggested in this thread to help)

Even at stable 30fps it tears, with the internal vsync it tears, vsync from the control panel it tears, using Borderless Gaming it tears, it only doesn't tear in windowed mode when not full screen.

Is there anything I can do?

Build is an 8600k at stock with a stock 6GB 1060.

Are you using "Prefetch Custom Textures"?
