ok people thanks for your help but i have found a solution to this problem of mine,apparently something broke heres the link to explain it because i really don't understand it

i read it and got the dolphin svn r2531(going to go 2531+ until i find out which ones of the svn work until i figure out were it really broke.....

That was broken because the glew macro didn't work right, so we reverted it back to the string check method, but that is old. MP2 scanner will work on latest revision, I can run the game and scan an object.

Make sure to press and hold the L button when trying to scan .

nothing wrong at all, I think the OP just has half press set incorrectly. so that when they are pressing L they are actually only getting a half press out of it and not getting the full press and not triggering the proper L trigger which is needed to lock on to scanning objects and enemys and such...
