J7 2016's stock firmware is 32 bit and you can't install Dolphin.
But there's a custom 64-bit firmware:

You might be able to get Dolphin to run (I don't know for sure), but I certainly wouldn't expect it to run at a good speed.

There are two variants of the J7 (2016) and both of them uses SoCs with only low-clocked A53 cores. Things might be slightly better on the variant with the Snapdragon SoC, but regardless I would still expect close to single digit FPS on most games...
