Safest way to change resolution to 480p? (Nvidia shield tablet)

I rooted my tablet and I heard changing the resolution to 480p would work well with fps in dolphin. Does anyone know the safest way to do it step by step? Ive seen reviews in the play store of people having to completely reformat their tablets after messing this up.

Secondscreen 

4:3, 640x480 - 128dpi
or
16:9, 854×480 - 128dpi

It barely makes a difference, I couldn't even notice a 1fps drop/increase.
It's the internal rendering resolution of dolphin that makes the big difference.
