Normally Dual Core Option Boost FPS, for unknown reason the game drop frames in your case I don't know why..
You can try something else Config>Advanced Tab>CPU Option [x] enable emulated cpu clock override
Try & play overclock between 100% - 140%


Also you can enable on Graphic Configuration Tab Hack> turn on Skip EFB Access from CPU / Immediately Preset (XFB)


It may helps you, but remember this is far from accurate emulation...

I might as well put up an update: somewhere along the line, an update to the emulator ended up fixing the issue. I'm not sure which updated fixed it, but its good now.
