I would like to play Mario Sunshine on my new pc that has a Radeon rx 580, and a Ryzen 3 2200g with highest settings, 1080p, and 30fps. Suggestions?

If that's the backend with the least amount of issues, you might as well go with OpenGL. Use what works best based on what you observe.

Should I just use that? That's odd - do you have the latest drivers? From the AMD website, not just the windows update ones? I assume you're running win10, as otherwise dx12 wouldn't even be an option...
If you don't have performance issues with GL, just use that. It's the most mature backend. D3D or Vulkan is quickly recommended for AMD GPUs because Dolphin uses GL in a way that is just slow as balls on AMD, but if it's full speed for you, then theres no reason you can't use it.
