Click the Graphics button in Dolphin, and go to the Hacks tab. There's a section near the top called EFB Copies. You can choose between Texture and RAM. Note that for Super Mario Sunshine, Dolphin sets this to RAM through the use of its .ini files, so even if you start up Dolphin with Texture as your default, it'll use RAM anyway. Of course, switching it to RAM and then back to Texture during gameplay changes the setting dynamically and forces it to use Texture for sure, but you need EFB copies set to RAM in SMS in order to play it correctly.
