Running at 60% speed

i am trying to run SSBB. all the menus and cinematics are smooth. in-game, the emulator runs at 60%, and i think around 45 FPS. i'm wondering how to make it run at 100%?

Basic Settings: Enable Dual Core, Enable Idle Skipping, Skip GT BIOS, JIT Recompiler

Graphics settings: OpenGL, Auto Aspect Ratio, 4x Anisotropic Filtering, 4x Anti-aliasing, Load Native Mipmaps, EFB Scaled Copy, Enable CPU Access

the game was running at 50% when i had anisotropic filtering on 8x and anti-aliasing on 8x. now it's at 60%

Computer specs:
Windows 7 Home Premium x64
4 GB RAM
Intel i5-650 @ 3.20 GHz (2 cores w/ hyperthreading)
XFX ATI Radeon HD 5770 (1GB GDDR5)

Also, toggle the "lock threads to cores" option.

thanks for that. fixed my problem.

however, i found that for the best performance (well, at least for me), to continue to use OpenGL but to apply all the settings they told me to apply in that guide. D3D9 and D3D11 gave me occasional FPS lag spikes, whereas OpenGL only gives me one at the beginning of the match.
